Jaron Harvey holds a Bachelor’s degree in Sociology and a Master’s degree in Forensic Psychology. With over a decade of experience in probation, parole, and rehabilitation services, Mr. Harvey has led the transformation of DRCS into a modern, client-focused agency grounded in evidence-based practice. He is committed to building a results-driven department that promotes accountability, innovation, and second chances. As the Director, he oversees all DRCS operations, establishes departmental policy, and ensures alignment with both government priorities and evidence-based correctional practices. As the public face of DRCS, he maintains relationships with key stakeholders across the criminal justice system and broader community.
The Department of Rehabilitation and Community Supervision (DRCS) was officially established in 2023 as part of a major criminal justice reform initiative in the Turks and Caicos Islands. Its formation marked a critical shift in how the territory addresses crime, rehabilitation, and reintegration. Before the department’s creation, probation and parole services were housed within the Department of Social Development (DSD) and carried out primarily by social workers since the 1990s. These officers were responsible for writing social enquiry reports (now known as pre-sentencing reports) and parole reports. Active supervision in the community was limited, and many individuals were released on their own recognizance without structured oversight.
In 2015, in response to rising crime, DSD appointed the first officially titled Probation Officer to focus specifically on offender supervision. This laid the groundwork for a more structured and accountable system. By 2019, the government passed the Alternative Sentencing Ordinance, and formally established the Probation and Parole Unit (PPU) within DSD. This unit quickly expanded in size and function, introducing court-ordered community service, drug testing, and basic rehabilitation programming.
In 2021, due to competing priorities between the PPU and DSD, the unit was temporarily transferred under the management of Her Majesty’s Prison. However, recognizing the growing need for a dedicated, professional entity focused on rehabilitation and community supervision, the Turks and Caicos Islands Government transitioned the unit into a standalone department in April 2023 with a clear mandate: to prevent and reduce reoffending across the islands.

Looking ahead, the Department of Rehabilitation and Community Supervision is focused on expanding its reach and deepening its impact through stronger community partnerships, youth diversion initiatives, stronger rehabilitation programs, and the development of a dedicated juvenile rehabilitation facility. We are also working toward the completion and operation of a Halfway House to support individuals recovering from substance abuse as they reintegrate into the community. With continued investment in data, technology, and evidence-based practices, we remain committed to reducing reoffending and building a safer, more supportive Turks and Caicos Islands.
